In relation to the photo state machine of Bar Association Kairana, a huge struggle was fought under the leadership of President of Bar Association Kairana Babu Kaushal Prasad Advocate ji. The dispute reached from the district level to the level of the High Court. From the collection of Babuji, we get many letters regarding this and not only this, the advocates of the Bar Association also supported the demand of the Bar Association Kairana by their signatures.
बार संघ कैराना की फोटो स्टेट मशीन के सम्बन्ध में भी बहुत बड़े संघर्ष को अध्यक्ष बार एसोसिएशन कैराना बाबू कौशल प्रसाद एडवोकेट जी के नेतृत्व में लड़ा गया. यह विवाद जिला स्तर से उच्च न्यायालय के स्तर तक पहुंचा. बाबूजी के संग्रह से हमें इसके संबंध में बहुत से पत्र मिलते हैं और यही नहीं, बार एसोसिएशन के अधिवक्ताओं द्वारा भी अपने हस्ताक्षर द्वारा बार की मांग का समर्थन किया गया ।
Due to non-availability of stamp in Kairana court, the advocates and their scribes faced problem, then on 25.07.1991 this letter was written by President Bar Association Kairana Babu Kaushal Prasad Advocate ji in the name of Assistant Treasurer, Kairana.
कैराना कचहरी में स्टाम्प की अनुपलब्धता होने पर अधिवक्ताओं और उनके मुंशियों को समस्या हुई तब दिनाँक 25.07.1991 को अध्यक्ष बार एसोसिएशन कैराना बाबू कौशल प्रसाद एडवोकेट जी द्वारा श्रीमान सहायक कोषाधिकारी, कैराना के नाम यह पत्र लिखा गया ।
On 19.08.1991 the President of Bar Association Kairana Babu Kaushal Prasad Advocate Ji wrote a letter to the Administrative Judge of High Court Allahabad Hon'ble Justice Shri M.L. Bhatt ji for the problems of Kairana court and asked for time to meet in the context of sent letters to him by the delegation of Bar Association Kairana dated 02.08.1991 and 09.08.1991 while traveling to Ghaziabad or New Delhi in the near future.
दिनाँक 19.08.1991 को अध्यक्ष बार एसोसिएशन कैराना बाबू कौशल प्रसाद एडवोकेट जी ने प्रशासकीय न्यायाधीश उच्च न्यायालय इलाहाबाद माननीय न्यायमूर्ति श्री एम. एल. भट्ट जी को कैराना कचहरी की समस्याओं के लिए पत्र लिखा और उनसे बार संघ कैराना के शिष्ट मंडल द्वारा भेजे गए पत्र दिनाँक 02.08.1991 व 09.08.1991 के संदर्भ में निकट भविष्य में गाज़ियाबाद या नई दिल्ली प्रवास के समय बार संघ कैराना के शिष्ट मंडल के मिलने के लिए समय माँगा ।
President of Bar Association Kairana Babu Kaushal Prasad Advocate Ji used to take a very strict attitude on the violation of judicial rights of Bar Association Kairana and even if any difficulty came to the fore, he would never kneel in front of him.
After attaching the police stations Fugana and Bhaunrakala to the court of Kairana Munsif Magistrate and again associated with the courts of Muzaffarnagar, the Bar Association of Kairana had locked and boycotted the courts from August 17, 1991 and ACJM Kairana Gyanendra Singh ji requested all the members of the Bar Association Kairana, in compliance with the order passed by the Honorable District Judge, Muzaffarnagar, that the courts should cooperate with us in the direction of starting the work smoothly, But Babuji called a meeting of the Bar Association and expressed his indignation against that request and asked the authorities to fulfill the demand of the Bar, otherwise the lockout and boycott of the courts would continue and along with this, it was also decided to boycott the Lok Adalat which will be held in Kairana on 24 August 1991.
अध्यक्ष बार एसोसिएशन कैराना बाबू कौशल प्रसाद एडवोकेट जी बार एसोसिएशन कैराना के न्यायिक अधिकारों के हनन पर बहुत सख्त रवैय्या अख्तियार करते थे और भले ही कोई मुश्किल सामने आ जाए उसके आगे कभी भी घुटने नहीं टेकते थे ।
थाना फुगाना व भौंराकला को कैराना मुंसिफ मजिस्ट्रेट के न्यायालय से संबद्ध करने के उपरांत पुनः मुजफ्फरनगर के न्यायालयों से संबद्ध करने पर बार संघ कैराना ने 17 अगस्त 1991 से न्यायालयों की तालाबंदी व बहिष्कार कर दिया था और ए सी जे एम कैराना ज्ञानेन्द्र सिंह जी द्वारा माननीय जनपद न्यायाधीश महोदय मुजफ्फरनगर द्वारा पारित आदेश के क्रम में कैराना के समस्त सदस्यों से यह अनुरोध करने पर कि न्यायालय कार्य को सुचारू रूप से प्रारम्भ करने की दिशा में हमें सहयोग देने का कष्ट करें, पर भी बाबूजी ने बार एसोसिएशन की मीटिंग बुलाकर उसके प्रति रोष व्यक्त किया और कहा कि वे बार की मांग पूरी करें अन्यथा न्यायालयों की तालाबंदी और बहिष्कार जारी रहेगा और इसी के साथ साथ 24 अगस्त 1991 को कैराना में आयोजित होने वाली लोक अदालत के बहिष्कार का भी निर्णय ले लिया।
Administrative Judge Hon'ble Justice Shri Bhanwar Singh Ji was one year junior to Babu Kaushal Prasad Advocate ji in Meerut College, Meerut but he had a strong acquaintance with Babu ji . Even we did not receive any such letter from Babuji's collection of correspondence with him , in which Babuji had expected him to cooperate for any personal work
Every letter of Babuji, any writing work was related only to the Bar Association Kairana, the interests of the advocates, reform of the higher judicial system in Kairana Courts. We are presenting Babuji's handwritten letter to the Hon'ble Justice which was written by Babu ji dated 16.08.2002 - and this letter was written when Babuji was not the President of Bar Association Kairana but his heart and soul was devoted to the Bar Association Kairana
प्रशासनिक न्यायाधीश माननीय न्यायमूर्ति श्री भंवर सिंह जी बाबू कौशल प्रसाद एडवोकेट जी से मेरठ कॉलिज, मेरठ में एक साल जूनियर थे किंतु बाबूजी से उनका सुदृढ़ परिचय था। इनके साथ हुए पत्राचार में भी हमें बाबू जी का कोई ऐसा पत्र प्राप्त नहीं हुआ, जिसमें बाबूजी ने उनसे किसी व्यक्तिगत कार्य के लिए सहयोग की अपेक्षा की हो. बाबूजी का हर पत्र, कोई भी लेखन केवल और केवल बार एसोसिएशन कैराना, अधिवक्ताओं का हित, कैराना कचहरी में उच्च न्यायिक व्यवस्था से ही संबंधित होता था. दिनाँक 16.08.2002 को माननीय न्यायमूर्ति के लिए लिखा गया बाबूजी का हस्तलिखित पत्र - और यह पत्र तब लिखा गया था जब बाबूजी अध्यक्ष बार एसोसिएशन कैराना नहीं थे किंतु उनका ह्रदय व आत्मा बार एसोसिएशन कैराना को समर्पित थी।
President of Bar Association Kairana Babu Kaushal Prasad Advocate's entire life was devoted to the welfare of Bar Association Kairana. Babuji did not invest even a single penny of the Bar Association in his own interest and was never behind in getting the Bar Association any financial aid, legally and morally, from wherever he could. In the year 2012, Babuji was the President of Bar Association Kairana for the last time in his life, during this whole year the health of Babuji and his wife Mrs. Bina Kaushik Advocate Ji was very bad, even on October 10, 2012, after a long illness, Babuji's wife went to heavenly abode forever, but Babu Kaushal Prasad Advocate Ji never let the family problem come in the way of the Bar interest even in such difficult times. In order to get the financial amount legally available to the Bar , he submitted a memorandum to the District Magistrate Shamli on Tehsil Day and got this amount to the Bar. On 27th November 2012, Gulzar Ahmed son Niyaz Ahmed deposited Rs 25,000 in Bar Association Kairana in order of Allahabad High Court and with the tireless efforts of Babuji.
अध्यक्ष बार एसोसिएशन कैराना बाबू कौशल प्रसाद एडवोकेट का संपूर्ण जीवन बार एसोसिएशन कैराना के हितार्थ ही समर्पित रहा. बार एसोसिएशन का एक भी पैसा बाबूजी ने अपने हित में नहीं लगाया और कानूनी और नैतिक रूप से बार एसोसिएशन को जहां से भी कोई आर्थिक सहायता मिल सकती थी, कभी भी दिलाने में पीछे नहीं रहे. वर्ष 2012 में बाबूजी अपने जीवन में अंतिम बार 'बार एसोसिएशन कैराना' के अध्यक्ष रहे, इस पूरे वर्ष में बाबूजी की और उनकी धर्मपत्नी श्रीमती बीना कौशिक एडवोकेट जी की तबीयत बहुत ज्यादा खराब रही, यहां तक कि 10 अक्टूबर 2012 को बाबूजी की धर्मपत्नी लम्बी बीमारी के बाद उनका साथ हमेशा के लिए छोडकर स्वर्ग सिधार गई किन्तु बाबू कौशल प्रसाद एडवोकेट जी ने कभी भी पारिवारिक समस्या को बार हित में आड़े नहीं आने दिया और इतने कठिन समय में भी बार को कानूनी रूप से मिलने वाली आर्थिक राशि दिलाए जाने के लिए तहसील दिवस में जिलाधिकारी शामली को ज्ञापन सौंपा और बार को यह राशि दिलाई. दिनांक 27 नवम्बर 2012 को गुलज़ार अहमद पुत्र नियाज़ अहमद द्वारा बार एसोसिएशन कैराना में 25,000 रूपये इलाहाबाद उच्च न्यायलय के आदेश के अनुक्रम में और बाबूजी के अथक प्रयासों से जमा कराये गए।
