During the period when Babu Kaushal Prasad Advocate ji led the advocates in Bar Association Kairana while being the President, not only slogans of "Lawyer Ekta Zindabad" (Long live Advocate's unity) were raised but also showed it's organizational power by strike when lawyers were misbehaved. This organizational power was not limited to one bar association but was strongly associated with many bar associations of the state.
An example of this is the strike by the advocates of Muzaffarnagar and Jansath Bar Association on the injustice done to the advocates of Kairana (Muzaffarnagar Bulletin dated 09.05.1989 and 10.05.1989) and then in fact the slogan used to be raised - Advocate Ekta Zindabad (Long live Advocate's unity)
बाबू कौशल प्रसाद एडवोकेट जी ने जिस दौर में अध्यक्ष पद रहते हुए बार एसोसिएशन कैराना में अधिवक्ताओं का नेतृत्व किया उस समय "वकील एकता जिंदाबाद " के न केवल नारे लगाए जाते थे बल्कि वकीलों के साथ दुर्व्यवहार होने पर हड़ताल द्वारा अपनी संगठनात्मक शक्ति का अहसास भी कराया जाता था । यह संगठनात्मक शक्ति एक बार एसोसिएशन तक सीमित न रहकर प्रदेश की अनेक बार एसोसिएशन के साथ मजबूती से जुड़ी हुई थी। इसका उदाहरण है कैराना के अधिवक्ताओं के साथ हुए अन्याय पर मुजफ्फरनगर और जानसठ के अधिवक्ताओं द्वारा भी हड़ताल करना (दिनाँक 09.05.1989 और 10.05.1989 का मुजफ्फरनगर बुलेटिन) और तब सही में ये नारा बुलंद होता था - वकील एकता जिंदाबाद ।
President of Bar Association Kairana Babu Kaushal Prasad Advocate ji was trying his best to mobilize all the facilities in the Bar, to solve all the problems of the advocates. Babuji wrote a letter on 16 February 1989 to the Minister of Communications, Government of India, New Delhi - "There is an absolute need of a sub-post office for litigants, advocates and government work in Kairana court.
Registry, money order, parcels and general mail come in very large quantities in the court premises and the main post office of Kairana is at a distance of about one and a half K. M. from the court yard, there is a lot of difficulty in coming to the main post office and the general public is facing much more difficulty. At present no other branch is working in Kairana town other than the main post office whereas the population of Kairana town is about 50 thousand.
Therefore, Sir, I request you to kindly pass an order to establish a sub post office in Kairana Courtyard at the earliest. So that the difficulties of all the people can be removed. It will be your great kindness . ''
For this, Babu Kaushal Prasad Advocate ji also received the recommendation of his demand from the MLA of Kairana, Honorable Chaudhary Akhtar Hasan ji.
अध्यक्ष बार एसोसिएशन कैराना बाबू कौशल प्रसाद एडवोकेट जी की पूरी कोशिश थी कि वे बार में सभी सुविधाएं जुटा सकें, अधिवक्ताओं की सभी समस्याओं का समाधान कर सकें. बाबूजी ने 16 फरवरी 1989 को एक पत्र श्रीमान संचार मंत्री जी, भारत सरकार, नई दिल्ली को लिखा -
" कैराना कचहरी में वादकारियों, अधिवक्ताओं और शासकीय कार्य के लिए एक उप-डाकघर की परम आवश्यकता है. कचहरी प्रांगण में रजिस्ट्री, मनी ऑर्डर, पार्सल व सादी डाक बहुत अधिक मात्रा में आती जाती हैं और कैराना का मुख्य डाकघर कचहरी प्रांगण से लगभग डेढ़ किलोमीटर के फासले पर हैं मुख्य डाकघर पर आने जाने में काफी अधिक कठिनाई होती है तथा ज़न साधारण को भी काफी अधिक कठिनाई होती है. कैराना कस्बे में इस समय कोई अन्य ब्रांच मुख्य डाकघर के अतिरिक्त कार्यरत नहीं है जबकि कैराना कस्बे की जनसँख्या लगभग 50 हजार हैं।
अतः श्रीमान जी से निवेदन है कि कैराना कचहरी प्रांगण में एक उप डाकघर स्थापित करने का शीघ्र आदेश पारित करने की कृपा करें. जिससे समस्त व्यक्तियों की कठिनाई दूर हो सके. आपकी महान कृपा होगी। "
इसके लिए बाबू कौशल प्रसाद एडवोकेट जी ने कैराना के विधायक माननीय चौधरी अख्तर हसन जी से अपनी मांग की संस्तुति भी प्राप्त की।
Lawyers need legal books to do their work, but legal books being very expensive hinders their study of law. A letter sent by Shri Nirankar Nath Savita ji, Special Officer of Uttar Pradesh Advocates Welfare Fund Trustee Committee, dated 28 May 1990, was received by the President of Bar Association Kairana Babu Kaushal Prasad Advocate ji in which three information was sought from Babuji -
1- Copy of the updated registration certificate of the Bar Association Kairana under the Societies Registration Act.
2- Whether the library of the Bar Association is used by all the advocates of civil, criminal and revenue sides.
3- List of books worth up to Rs.2000 to be purchased for library in duplicate.
अधिवक्ताओं को अपने कार्य करने के लिए कानूनी पुस्तकों की आवश्यकता होती है किन्तु कानूनी पुस्तकों का बहुत अधिक महंगा होना उनके कानून के अध्ययन में बाधा उत्पन्न करता है। उत्तर प्रदेश अधिवक्ता कल्याण निधि न्यासी समिति के विशेष कार्याधिकारी श्री निरंकार नाथ सविता जी द्वारा दिनाँक 28 मई 1990 को भेजा गया पत्र अध्यक्ष बार एसोसिएशन कैराना बाबू कौशल प्रसाद एडवोकेट जी को प्राप्त हुआ जिसमें बाबूजी से तीन जानकारियां मांगी गई -
1- सोसाइटीज रजिस्ट्रेशन ऐक्ट के अंतर्गत बार एसोसिएशन कैराना के अद्यतन रजिस्ट्रेशन सर्टिफिकेट की प्रतिलिपि.
2- बार एसोसिएशन के पुस्तकालय का उपयोग क्या सिविल, क्रिमिनल तथा रेवन्यू पक्ष के सभी अधिवक्ताओं द्वारा किया जाता है.
3- पुस्तकालय हेतु क्रय की जाने वाली रुपये 2000 तक के मूल्य की पुस्तकों की सूची दो प्रतियों में.
Babu Kaushal Prasad Advocate ji, President of Bar Association Kairana wrote In a letter dated 28 May 1990 to the Uttar Pradesh Advocates Welfare Fund Trustee Committee,
- "Bar Association Kairana was earlier a registered organization under Societies Registration Act, but Assistant Registrar Societies Meerut did not renew the Association on repeated requests of Bar Association Kairana and till date the matter of renewal is under consideration with Assistant Registrar, Meerut.
In the meantime, in 1989, the Bar Council of Uttar Pradesh decided that it is not necessary to be registered under the Societies Registration Act in order to associate district or tehsil level bar associations with the Bar Council of Uttar Pradesh. Therefore, the Bar Association Kairana has affiliated itself with the Bar Council of Uttar Pradesh, whose photo copy has been sent along with the application.
Therefore, in the present condition, please release the Bar Association Kairana from the requirement of registration of the Societies Registration Act to sanction grants for the library. The library of the Bar Association is used by all the advocates of Civil, Criminal and Revenue side. Therefore, you are requested to kindly accept the grant amount up to Rs.5,000/- because the number of members of Bar Association Kairana is about 100. The list of books will be sent to you on receipt of your reply.
उत्तर प्रदेश अधिवक्ता कल्याण निधि न्यासी समिति के दिनाँक 28 मई 1990 के पत्रोत्तर में अध्यक्ष बार एसोसिएशन कैराना बाबू कौशल प्रसाद एडवोकेट जी ने लिखा -
" बार एसोसिएशन कैराना पहले सोसाइटीज रजिस्ट्रेशन ऐक्ट के अंतर्गत पंजीकृत संस्था था, परंतु सहायक रजिस्ट्रार सोसाइटीज मेरठ ने बार संघ कैराना के बार बार अनुरोध पर एसोसिएशन का नवीनीकरण नहीं किया था तथा आज तक नवीनीकरण का मामला सहायक रजिस्ट्रार, मेरठ के यहां विचाराधीन है. इसी मध्य सन 1989 में बार काउंसिल ऑफ उत्तर प्रदेश ने यह निर्णय लिया कि बार काउंसिल ऑफ उत्तर प्रदेश से, जिला अथवा तहसील स्तरीय बार एसोसिएशनों को संबद्ध कराने के लिए सोसाइटीज रजिस्ट्रेशन ऐक्ट के अंतर्गत पंजीकृत होना आवश्यक नहीं है। इसलिए बार एसोसिएशन कैराना ने बार काउंसिल ऑफ उत्तर प्रदेश से अपने आपको संबद्ध कराया, जिसकी फोटो कॉपी प्रार्थना पत्र के साथ भेजी गई है. अतः वर्तमान दशा में आप पुस्तकालय के लिए अनुदान स्वीकृत करने के लिए सोसाइटीज रजिस्ट्रेशन ऐक्ट के पंजीकरण की अनिवार्यता से बार एसोसिएशन कैराना को मुक्त करने की कृपा करें। बार एसोसिएशन का पुस्तकालय सिविल, क्रिमिनल व रेवन्यू पक्ष के सभी अधिवक्ताओं के कार्य आता है।

President of Bar Association Kairana Babu Kaushal Prasad Advocate ji was an aware and conscious president. The interests of the advocates, the rights of the advocates were not allowed to be hampered in any way. On 17.10.1992 Babuji sent a list of 95 advocates working in Kairana court, out of which 3 names were left out in the list issued by the Bar Council of Uttar Pradesh. A request was made to issue the revised list by sending it.
अध्यक्ष बार एसोसिएशन कैराना बाबू कौशल प्रसाद एडवोकेट जी एक जागरूक और सतर्क अध्यक्ष थे. अधिवक्ताओं का हित, अधिवक्ताओं का अधिकार किसी भी तरह से बाधित नहीं होने देते थे. दिनाँक 17.10.1992 को बाबूजी ने कैराना कचहरी में कार्यरत 95 अधिवक्ताओं की सूची भेजी थी, जिनमें से बार काउंसिल ऑफ उत्तर प्रदेश द्वारा जारी सूची में 3 नाम छूट गए थे, अध्यक्ष जी द्वारा तुरंत इस पर संज्ञान लेते हुए तीनों अधिवक्ताओं के नाम बार काउंसिल भेजकर संशोधित सूची जारी करने के लिए अनुरोध किया गया।

When the certificates of Advocate Provident Fund were received by the Bar Association in September 1993, there was an error in the names on the certificates of Babu Katar Singh Advocate Ji and Babu Avnish Kumar Advocate, so that Babu Kaushal Prasad Advocate Ji had written a letter on 11 November 1993 to the Uttar Pradesh Secretariat, Shri Ashok Kumar Srivastava ji in this regard and also asked to send the certificate of Babu Ravi Prakash Rana Advocate ji
In response to which, on November 25, 1993, a letter came from Shri Nirankar Nath Savita, Officer on Special Duty, Uttar Pradesh Advocates Welfare Fund Trustee Committee, in which the original membership certificates of Babu Katar Singh Advocate Ji and Babu Avnish Kumar Advocate Ji were asked to dispatch and it was told that Membership certificate number 9572 of Shri Ravi Prakash Advocate ji has been sent on 04 June 1993 to his village / post Jiraula Door, District Aligarh and in the certificate his name is printed Shri Ravi Prakash , not Rana.
After this, on December 14, 1993, by Babu Kaushal Prasad Advocate, the original membership certificates of Babu Katar Singh Advocate Ji and Babu Avneesh Kumar Advocate were sent to the Uttar Pradesh Advocates Welfare Fund Trustee Committee and membership certificate after amendment returned by the Advocate Welfare Fund Trustee Committee to the Bar Association Kairana on 7 February 1994.

अधिवक्ताओं के हितों के लिए जीवन लगाने वाले अध्यक्ष बार एसोसिएशन कैराना बाबू कौशल प्रसाद एडवोकेट जी के नेतृत्व के समय अधिवक्ताओं का हर कार्य, जो भी बार काउंसिल ऑफ उत्तर प्रदेश से संबंधित हो, कचहरी से संबंधित हो, न्यायालय से संबंधित हो बार एसोसिएशन कैराना ही संपन्न कराती थी।
अधिवक्ता भविष्य निधि के प्रमाण पत्र सितंबर 1993 में जब बार एसोसिएशन को प्राप्त हुए तब बाबू कटार सिंह एडवोकेट जी और बाबू अवनीश कुमार एडवोकेट जी के प्रमाणपत्र पर उनके नाम में त्रुटि थी इसलिए बाबू कौशल प्रसाद एडवोकेट जी ने दिनाँक 11 नवंबर 1993 को उत्तर प्रदेश सचिवालय में श्री अशोक कुमार श्रीवास्तव जी को पत्र लिखा, साथ ही बाबू रवि प्रकाश राणा एडवोकेट जी का प्रमाणपत्र भी भेजने के लिए कहा, जिसके उत्तर में दिनाँक 25 नवंबर 1993 को उत्तर प्रदेश अधिवक्ता कल्याण निधि न्यासी समिति के विशेष कार्याधिकारी श्री निरंकार नाथ सविता जी का पत्र आया, जिसमें बाबू कटार सिंह एडवोकेट जी और बाबू अवनीश कुमार एडवोकेट जी के मूल सदस्यता प्रमाण पत्र मंगाये गए और बताया गया कि श्री रवि प्रकाश एडवोकेट जी का सदस्यता प्रमाण पत्र संख्या 9572 दिनाँक 04 जून 1993 को उनके ग्राम व पोस्ट जिरौला डोर, जिला अलीगढ़ भेजा जा चुका है और उसमें श्री रवि प्रकाश नाम है, राणा नहीं है. इसके बाद बाबू कौशल प्रसाद एडवोकेट जी द्वारा 14 दिसंबर 1993 को बाबू कटार सिंह एडवोकेट जी और बाबू अवनीश कुमार एडवोकेट जी के भविष्य निधि मूल सदस्यता प्रमाण पत्र उत्तर प्रदेश अधिवक्ता कल्याण निधि न्यासी समिति को भेजे गए और अधिवक्ता कल्याण निधि न्यासी समिति द्वारा संशोधनोपरान्त सदस्यता प्रमाण पत्र 7 फरवरी 1994 को बार एसोसिएशन कैराना को लौटा दिए गए.

The interests of the advocates and their families of Bar Association Kairana were looked after by the President of Bar Association Kairana Babu Kaushal Prasad Advocate Ji himself and never used to take any negligence in this work. On the demise of Shri Omkar Nath Sharma Advocate ji, an advocate of Bar Association Kairana on 27th December 1991, due to cardiac arrest, Babuji wrote a letter to the Honorable President of Bar Council of Uttar Pradesh on 24th January 1992 , giving him complete information about his family and requested him that - "In the said case, please send the attached application to the Regional Manager, Group Insurance, Life Insurance Corporation of India, Kanpur, at the earliest so that the amount of the insurance cover of Late Shri Omkar Nath Sharma can be received by his kins soon."
But after the lapse of three years from the Bar Council of Uttar Pradesh, the life insurance amount was not paid, Babuji again wrote a letter to the President Bar Council of Uttar Pradesh Shri Jagdish Singh Sirohi Advocate ji on 19 December 94, requested him to intervene in the said matter so that the amount of the life insurance should be paid at the earliest to Smt. Sushma Sharma, wife of Late Shri Omkar Nath Sharma ji,
बार एसोसिएशन कैराना के अधिवक्ताओं और उनके परिवारों का हित अध्यक्ष बार एसोसिएशन कैराना बाबू कौशल प्रसाद एडवोकेट जी स्वयं देखते थे और कभी भी इस कार्य में कोई कोताही नहीं बरतते थे.
दिनाँक 27 दिसंबर 1991 को बार एसोसिएशन कैराना के एक अधिवक्ता श्री ओंकार नाथ शर्मा एडवोकेट जी का हृदय गति रुकने से निधन होने पर बाबूजी ने श्रीमान अध्यक्ष बार काउंसिल ऑफ उत्तर प्रदेश के नाम दिनाँक 24 जनवरी 1992 को एक पत्र लिखकर उन्हें उनके परिवार की पूरी जानकारी दी और उनसे निवेदन किया कि - " उक्त मामले में रीजनल मैनेजर, सामूहिक बीमा, भारतीय जीवन बीमा निगम, कानपुर को संलग्न प्रार्थना पत्र शीघ्र प्रेषित करने की कृपा करें जिससे स्वर्गीय श्री ओंकार नाथ शर्मा के वारसान बीमा की राशि शीघ्र प्राप्त कर सकें."
किन्तु बार काउंसिल ऑफ उत्तर प्रदेश से तीन वर्ष बीतने पर भी जीवन बीमा राशि का भुगतान न होने पर बाबूजी ने 19 दिसंबर 94 को अध्यक्ष बार काउंसिल ऑफ उत्तर प्रदेश श्री जगदीश सिंह सिरोही एडवोकेट जी को फिर एक पत्र लिखकर उन्हें उक्त मामले में हस्तक्षेप कर श्री ओंकार नाथ शर्मा जी की धर्मपत्नी श्रीमती सुषमा शर्मा जी को जीवन बीमा की राशि शीघ्र भुगतान कराने के लिए निवेदन किया.
In the case of robbery in the house of senior advocate of Bar Association Kairana Mohammad Athhar , President of Bar Association Kairana Babu Kaushal Prasad Advocate ji took a very strong stand, kept on strike first from 14 February 1997 till 19 February 1997 for the arrest of the accused and recovery of goods, Then on the demand of time by the Circle Officer (Police Department) of Kairana, the strike was postponed for one week.
बार एसोसिएशन कैराना के वरिष्ठ अधिवक्ता मोहम्मद अथहर के घर हुई डकैती के मामले में अध्यक्ष बार एसोसिएशन कैराना बाबू कौशल प्रसाद एडवोकेट जी ने बहुत कड़ा रुख अख्तियार करते हुए पहले 14 फ़रवरी 1997 से अभियुक्तों की गिरफ्तारी और माल बरामदगी को लेकर 19 फरवरी तक हड़ताल रखी, फिर क्षेत्राधिकारी कैराना द्वारा समय मांगे जाने पर 1 सप्ताह के लिए हड़ताल स्थगित की।
After missing the names of 25 advocates of Bar Association Kairana in the voter list of Bar Council of Uttar Pradesh, President Bar Association Kairana Babu Kaushal Prasad Advocate ji wrote a letter to Secretary Bar Council of Uttar Pradesh and sent him a list of names of 25 advocates, In which the names of Babu Madan Mohan Sharma Advocate ji to Babu Nafees Ahmed Advocate ji were there and the name of Babu Brahmpal Singh Chauhan Advocate ji was also requested to be included because till now he was practicing in Meerut but at present he was practicing as a member of Bar Association Kairana.
बार काउंसिल ऑफ उत्तर प्रदेश की मतदाता सूची में बार एसोसिएशन कैराना के 25 अधिवक्ताओं के नाम छूटने पर अध्यक्ष बार एसोसिएशन कैराना बाबू कौशल प्रसाद एडवोकेट जी ने सचिव बार काउंसिल ऑफ उत्तर प्रदेश के नाम पत्र लिखा और उन्हें 25 अधिवक्ताओं के नाम की सूची भेजी, जिनमे बाबू मदन मोहन शर्मा एडवोकेट जी से लेकर बाबू नफीस अहमद एडवोकेट जी तक के नाम थे और अब तक मेरठ में प्रैक्टिस करने वाले बाबू ब्रह्मपाल सिंह चौहान एडवोकेट जी का नाम भी सम्मिलित करने का अनुरोध भी किया गया था क्योंकि अब वे बार एसोसिएशन कैराना के सदस्य होकर प्रैक्टिस कर रहे थे।
Despite the names of the advocates being registered in the commission list, due to the non - issuance of commission in the name of the registered advocates the President Bar Association Kairana Babu Kaushal Prasad Advocate ji wrote a letter on 12 April 2001 to the Civil Judge (Senior Division) Kairana, in which he objected on this and requested him that -
"That in all those cases organized under the year 2001 in which commissions have been issued, an inquiry should be made about their entries in the commission list and if the concerned clerk is found guilty in this matter , then the letter should be written to Honorable District Judge Muzaffarnagar for disciplinary action against corrupt clerk ."
कमीशन सूची में अधिवक्ताओं का नाम दर्ज होने के बावजूद उनके नाम कमीशन जारी न होने पर अध्यक्ष बार एसोसिएशन कैराना बाबू कौशल प्रसाद एडवोकेट जी ने दिनाँक 12 अप्रैल 2001 को सिविल जज (वरिष्ठ खंड) कैराना के नाम एक पत्र लिखा जिसमें कमीश्नर सूची में दर्ज अधिवक्ताओं के नाम कमीशन जारी न होने पर आपत्ति जताई और उनसे अनुरोध किया-
" कि सन 2001 के अंतर्गत योजित किए गए उन सभी वादों में जिनमें कमीशन जारी किए गए हैं, उनकी कमीशन सूची में इन्द्राज होने के बारे में जांच करायी जाए और यदि संबंधित लिपिक इस मामले में दोषी पाया जाए तो उसके विरुद्ध माननीय जिला जज मुजफ्फरनगर को अनुशासनात्मक कार्रवाई के लिए पत्र लिखा जाए। "
The interests of the advocates and the litigants were always present in the mind of the President of Bar Association Kairana Babu Kaushal Prasad Advocate ji. After shifting the office of Assistant Consolidation from Kairana to Muzaffarnagar, Babuji noticed the problem of litigants, tenant farmers, advocates and wrote this letter on 27th September 2006 to the Assistant Consolidation Officer Sir, Kairana and in which he said -
"That a lot of work of consolidation is left in Kairana area and it is necessary that the office of Assistant Consolidation Officer and Kanungo (The regional officer of the goods or revenue department, under whom the patwari or lekhpal works)and Accountants to sit in Kairana and the trial should be held in Kairana. Therefore, it is requested that please pass the orders to re establish the office of Assistant Consolidation Officer at Kairana and the sitting of Kanungo and Lekhpal in Kairana . ''
अधिवक्ताओं का, वादकारियों का हित अध्यक्ष बार एसोसिएशन कैराना बाबू कौशल प्रसाद एडवोकेट जी के मस्तिष्क में हर समय विराजमान था. कैराना से सहायक चकबंदी के कार्यालय को मुजफ्फरनगर स्थानांतरित किये जाने पर बाबूजी को वादकारियों, काश्तकारों और अधिवक्ताओं की समस्या नजर आई और उन्होंने दिनाँक 27 सितंबर 2006 को श्रीमान सहायक चकबंदी अधिकारी महोदय, कैराना के नाम यह पत्र लिखा और उसमें कहा -
" कि कैराना क्षेत्र में चकबंदी का बहुत कार्य शेष है तथा सहायक चकबंदी अधिकारी का कार्यालय व कानूनगो व लेखपालों का कैराना में बैठना व मुकदमे की सुनवाई कैराना में होनी आवश्यक है।

On 21 April, 2012, A respected advocate of Bar Association Kairana, Shri Narendra Goyal Advocate ji complained to the then District Magistrate Prabuddha Nagar Shamli against a Lekhpal (accountant) of Tehsil Kairana regarding his indecent behavior and corruption, but when no action was taken for a long time then he requested the President of Bar Association Kairana Babu Kaushal Prasad Advocate ji to take action.
Babu Kaushal Prasad Advocate ji wrote a letter to Hon'ble District Magistrate on 21st August 2012 requesting to punish the above accountant by taking departmental action and transfer him from Kairana Tehsil elsewhere in public interest.
बार एसोसिएशन कैराना के एक सम्मानित अधिवक्ता श्री नरेंद्र गोयल एडवोकेट जी द्वारा 21 अप्रैल 2012 को तत्कालीन जिलाधिकारी प्रबुद्ध नगर शामली को तहसील कैराना के एक लेखपाल के विरुद्ध अभद्र व्यवहार और भ्रष्टाचार के सम्बन्ध में शिकायत करने पर जब लम्बे समय तक कोई कार्यवाही नहीं हुई तब उन्होंने अध्यक्ष जी से कार्यवाही किए जाने का निवेदन किया, तब अध्यक्ष बार एसोसिएशन कैराना बाबू कौशल प्रसाद एडवोकेट जी द्वारा श्रीमान जिलाधिकारी महोदय को 21 अगस्त 2012 को पत्र लिखकर उपरोक्त लेखपाल के विरुद्ध विभागीय कार्यवाही कर दण्डित करने तथा सार्वजनिक हित में कैराना तहसील से अन्यत्र तबादले का अनुरोध किया गया।
President of Bar Association Kairana Babu Kaushal Prasad Advocate ji submitted a memorandum on behalf of the Bar Association on 21st August 2012, in which he said that a plot of land vacant of the west side of Additional District and Sessions Judge Kairana's court . He Demanded that the said land to be allotted to the Bar Association Kairana for the construction of the chamber. So that the chamber for the advocates could be constructed and they would not have to face difficulty in doing legal practice in every season.
अध्यक्ष बार एसोसिएशन कैराना बाबू कौशल प्रसाद एडवोकेट जी ने दिनाँक 21 अगस्त 2012 को बार एसोसिएशन की ओर से एक ज्ञापन सौंपा जिसमें अपर जिला एवं सत्र न्यायाधीश कैराना के न्यायालय के पश्चिम की ओर एक भू खंड के रिक्त होने की स्थिति को बताते हुए अधिवक्ताओं के लिए चेंबर निर्माण हेतु बार एसोसिएशन कैराना को आवंटित किए जाने की मांग की ताकि अधिवक्ताओं के लिए चेंबर का निर्माण हो जाए और उन्हें प्रत्येक मौसम में विधि व्यवसाय करने में कठिनाई का सामना न करना पड़े.
The letter dated August 28, 2012 addressed to the Sub Divisional Magistrate from Executive Engineer, Rural Engineering Department, Block - Shamli, Kairana, was received by the President of Bar Association, Kairana Babu Kaushal Prasad, Advocate ji, in which he received the instructions of the District Magistrate to propose the work of construction of advocates' rooms etc. In this regard, he was informed and he was expected to take the trouble of getting the map and marking of the proposed land for the construction of the proposed buildings.
In relation to the above letter, Babuji wrote this letter to the Tehsildar Sir , Kairana on November 8, 2012 - "That in relation to the above subject, the said department had informed that the department has received an amount of Rs.15 lakh for the construction of advocate's rooms . Even after requesting the Tehsil officers many times, progress has not been made till date and it is learned that the local accountant is also not taking interest in the above work. I had met Honorable District Magistrate Shamli in this regard on 31st October 2012.
Writing this, Babuji requested the Tehsildar to immediately provide land for the Advocates' chamber to the Rural Engineering Department and take departmental action against the careless local accountant .
दिनाँक 28 अगस्त 2012 का अधिशासी अभियंता, ग्रामीण अभियंत्रण विभाग, प्रखंड - शामली का उपजिलाधिकारी कैराना को संबोधित पत्र अध्यक्ष बार एसोसिएशन कैराना बाबू कौशल प्रसाद एडवोकेट जी को प्राप्त हुआ जिसमें उन्हें अधिवक्ताओं के कक्षों के निर्माण आदि का कार्य प्रस्तावित होने के जिलाधिकारी के निर्देशों के सम्बन्ध में सूचित किया गया और उनसे अपेक्षा की गई कि प्रस्तावित भवनों के निर्माण हेतु प्रस्तावित भूमि का नज़री नक्शा एवं निशानदेही कराने का कष्ट करें, उपरोक्त विषयक पत्र के सम्बन्ध में बाबूजी ने 8 नवंबर 2012 को श्रीमान तहसीलदार, कैराना के नाम यह पत्र लिखा -
" कि उपरोक्त विषयक के सम्बन्ध में उक्त विभाग ने सूचित किया था कि अधिवक्ता कक्ष बनाने के लिए 15 लाख रुपए की राशि विभाग को प्राप्त हुई है. अनेकों बार तहसील के अधिकारियों से निवेदन करने के पश्चात भी आज तक प्रगति नहीं हुई है और विदित हुआ है कि स्थानीय लेखपाल भी उक्त कार्य में रूचि नहीं ले रहा है. मैं दिनाँक 31 अक्टूबर 2012 को उक्त सम्बन्ध में माननीय जिलाधिकारी शामली से मिला था और माननीय जिलाधिकारी महोदय ने कहा था कि यदि सम्बन्धित लेखपाल रुचि नहीं ले रहा है तो तहसीलदार महोदय उक्त लेखपाल का नाम जिलाधिकारी को सूचित करें, जिससे उसके विरुद्ध कठोर विभागीय कार्रवाई की जा सके."
यह लिखते हुए बाबूजी ने तहसीलदार महोदय से तुरंत अधिवक्ताओं के कक्ष के लिए ग्रामीण अभियंत्रण विभाग को भूमि उपलब्ध कराने और लापरवाह हल्का लेखपाल के विरुद्ध विभागीय कार्यवाही किए जाने का अनुरोध किया.
