1-09.06.1990 बाबूजी का पत्र
Late Babu Kaushal Prasad Advocate ji had very close relations with the influential officials and politicians of his time and he knew how to keep those relations alive, but till date the record is that he never took any personal advantage of any relationship, even That in their papers, we found filled forms for notary advocate, both of his own and his wife Mrs. Bina Kaushik Advocate ji, but neither he could get himself appointed notary nor his wife.
On the appointment of Hon'ble Shri Virendra Verma ji as the Governor of Punjab, he sent warm wishes to him on behalf of the Bar Association as President Bar Association Kairana, as well as on the receipt of the letter sent by Virendra Verma ji in support of the High Court Bench , Babu ji also praised his speech given at Talkatora Stadium, New Delhi on 28 May 1990, but along with all this did not forget to keep in mind the interest of his Bar Association and wrote at the end of the letter -
"Allahabad High Court has decided to set up a court of Civil Judge in Kairana. At present the matter is under the Governor of Uttar Pradesh. We are waiting for your help and good wishes in this regard."
स्व बाबू कौशल प्रसाद एडवोकेट जी के सम्बन्ध अपने समय के प्रभावशाली अधिकारियों और राजनेताओं से बहुत घनिष्ठ थे और उन संबन्धों को जीवंत रखना उन्हें आता था किंतु आज तक का रिकॉर्ड है कि उन्होंने किसी भी सम्बन्ध का कोई भी व्यक्तिगत लाभ कभी नहीं उठाया, यहां तक कि उनके काग़ज़ों में हमें उनके खुद के और धर्मपत्नी स्व श्रीमती बीना कौशिक एडवोकेट जी के भी नोटरी एडवोकेट के लिए भरे हुए फॉर्म मिले किन्तु न तो वे खुद को नोटरी नियुक्त करा पाए न धर्मपत्नी को।
माननीय श्री वीरेन्द्र वर्मा जी के पंजाब का राज्यपाल नियुक्त होने पर उन्होंने उन्हें अध्यक्ष बार एसोसिएशन कैराना के रूप में बार संघ की ओर से हार्दिक शुभकामनाएं प्रेषित की, साथ ही, वीरेन्द्र वर्मा जी द्वारा हाई कोर्ट खंडपीठ के समर्थन में उनके द्वारा भेजे गए पत्र के प्राप्त होने पर दिनाँक 28 मई 1990 को तालकटोरा स्टेडियम, नई दिल्ली में दिए गए उनके भाषण की भी भूरि भूरि प्रशंसा की, किन्तु इस सबके साथ साथ अपनी बार एसोसिएशन का हित ध्यान में रखना नहीं भूले और पत्र के अंत में लिखा -
" कैराना में सिविल जज का न्यायालय स्थापित करने के बारे में इलाहाबाद उच्च न्यायालय ने निर्णय ले लिया है. इस समय मामला उत्तर प्रदेश के राज्यपाल के आधीन है. इस संबंध में हम आपकी सहायता व शुभकामना की प्रतीक्षा में हैं। "

President of Bar Association Kairana Babu Kaushal Prasad Advocate Ji was always striving for the strengthen the judicial system at Kairana and it was only from him that we came to know that Honorable Justice Shri Bhanwar Singh Ji was a class behind him in Meerut College Meerut and from then He had friendly relations with Babu ji ,But this fact is always considerable that he never thought of taking any advantage of his relationship in personal interest, but devoted his whole life to the progress of Bar Association Kairana and Kairana Court.
On the appointment of Hon'ble Justice Shri Bhanwar Singh ji as Registrar in High Court of Allahabad, President of Bar Association Kairana Babu Kaushal Prasad Advocate ji sent his best wishes on 29 February 1992 and wrote -
" On being appointed as the Registrar of High Court of Allahabad, I am sending warm wishes to you on behalf of myself and Bar Association Kairana. Being an alumnus of Meerut College, I am happy that a renowned student of Meerut College has been appointed to such a high position today.
The decision to establish a Court of Civil Judge Kairana was taken by the High Court at Kairana, intimation of which was received by the Bar Association vide letter No. 5032/34-B dated 16.04.1990.
Now it has come to know that the said matter is under the Finance Ministry of the Government of Uttar Pradesh - and the Law and Justice Department of the Government of Uttar Pradesh has approved the establishment of the said court. With your efforts, the court of Civil Judge Kairana should be established soon, Bar Association Kairana expects from you.
अध्यक्ष बार एसोसिएशन कैराना बाबू कौशल प्रसाद एडवोकेट जी कैराना में न्याय व्यवस्था की सुदृढ़ता के लिए हमेशा प्रयत्नशील रहे और उनसे ही हमें ये जानकारी हुई थी कि माननीय जस्टिस श्री भंवर सिंह जी मेरठ कॉलिज मेरठ में बाबू जी से एक क्लास जूनियर रहे थे और तब ही से पापा से उनके मित्रवत संबंध थे, किन्तु यह तथ्य सदैव गौर करने लायक रहा कि उन्होंने कभी भी अपने संबंधों का व्यक्तिगत हित में कोई लाभ उठाने का विचार नहीं किया बल्कि बार एसोसिएशन कैराना और कैराना कचहरी की प्रगति में ही अपना सम्पूर्ण जीवन समर्पित कर दिया।
माननीय जस्टिस श्री भंवर सिंह जी की उच्च न्यायालय इलाहाबाद में रजिस्ट्रार पद पर नियुक्ति होने पर अध्यक्ष बार एसोसिएशन कैराना बाबू कौशल प्रसाद एडवोकेट जी ने 29 फरवरी 1992 को उन्हें शुभकामनाएं प्रेषित की और लिखा -
" उच्च न्यायालय इलाहाबाद के रजिस्ट्रार पद पर नियुक्त होने पर मैं आपको अपनी तथा बार संघ कैराना की ओर से हार्दिक शुभकामनाएं प्रेषित कर रहा हूं. मेरठ कॉलिज का पूर्व छात्र होने के नाते मुझे प्रसन्नता है कि मेरठ कॉलिज का ही एक यशस्वी छात्र आज इतने उच्च पद पर नियुक्त हुआ है।
कैराना में उच्च न्यायालय द्वारा सिविल जज कैराना का न्यायालय स्थापित करने का निर्णय लिया गया था, जिसकी सूचना पत्र संख्या 5032/34-B दिनाँक 16.04.1990 द्वारा बार संघ को प्राप्त हुई थी. अब पता चला है कि उक्त मामला उत्तर प्रदेश शासन के वित्त मंत्रालय के आधीन है - तथा उत्तर प्रदेश शासन का कानून व न्याय विभाग उक्त न्यायालय की स्थापना की स्वीकृति दे चुका है. आपके प्रयासों से सिविल जज कैराना का न्यायालय शीघ्र स्थापित हो, बार संघ कैराना इसकी आपसे अपेक्षा करता है ।"

President of Bar Association Kairana Babu Kaushal Prasad Advocate ji's attention was attached to the interests of the bar and he was also fond of writing letters, after congratulating the judicial officers in all the letters Babu ji used to turn again to the issues which were related to the establishment of the Court at Kairana. we get this information from his letters's collection . On November 18, 1992, Babuji had sent his best wishes to the Administrative Judge, High Court of Allahabad, Shri M.P. Singh ji on being appointed as the Administrative Judge of Muzaffarnagar and Meerut divisions and also written -
" The High Court of Allahabad and the Government of Uttar Pradesh have decided to establish a court of civil judge in Kairana, all the process related to government notification and finance has been completed, only the name of the presiding officer has to be announced from the High Court. In your tenure, the beginning of the said court should be done at the earliest, Bar Association Kairana expects from you. ,
अध्यक्ष बार एसोसिएशन कैराना बाबू कौशल प्रसाद एडवोकेट जी का ध्यान बार हित में संलग्न रहता था और उन्हें पत्र लेखन का भी शौक था, उनके संग्रह से हमें जितने भी पत्र प्राप्त होते हैं, सभी में न्यायिक अधिकारी को बधाई देने के बाद बाबू जी घूम फिर कर कैराना में कोर्ट सम्बन्धित मुद्दे पर ही आ जाते हैं। दिनाँक 18 नवम्बर 1992 को बाबूजी प्रशासनिक न्यायाधीश उच्च न्यायालय इलाहाबाद श्री एम. पी. सिंह जी को मुजफ्फरनगर और मेरठ मंडल के प्रशासनिक न्यायाधीश नियुक्त होने पर शुभकामनाएं प्रेषित करते हैं साथ ही कहते हैं -
" उच्च न्यायालय इलाहाबाद व उत्तर प्रदेश शासन ने कैराना में सिविल जज का न्यायालय स्थापित करने का निश्चय किया है, शासकीय अधिसूचना व वित्त सम्बन्धी समस्त प्रक्रिया पूरी हो चुकी है, केवल उच्च न्यायालय से पीठासीन अधिकारी का नाम घोषित होना है।
आपके कार्यकाल में उक्त न्यायालय का श्रीगणेश अतिशीघ्र हो, बार संघ कैराना आपसे अपेक्षा करता है । "
Establishment of courts is a very big task, but an even bigger task is to implement the court properly, President Bar Association Kairana Babu Kaushal Prasad Advocate ji worked with full dedication and devotion in establishing courts in Kairana and Even more than that, his effort was that there should be no delay in the appointment of the officer in the court, justice should be given to the victims and corruption could not enter the court.
A lot of correspondence was done by Babu Kaushal Prasad Advocate ji for the establishment of courts in Kairana Kachari and for their smooth functioning. In the same episode, a letter is received from Hon'ble Justice Shri M.P. Singh ji, which he wrote to Babuji on 23rd November 1992, in which he thanked Babuji and the Bar Association for his good wishes on being appointed as Administrative Judge. , Also it was written that - (The letter is in English, the Hindi translation of which is being presented here)
-" "Your demand for nomination of Civil Judge in Kairana is completely justified. I assure you that there will be no further delay. On your behalf, I would request the Hon'ble Chief Justice to issue directions immediately."
न्यायालयों की स्थापना एक बहुत बड़ा कार्य होता है किन्तु उससे भी बड़ा कार्य होता है न्यायालय का सही प्रकार से कार्यान्वित होना, अध्यक्ष बार एसोसिएशन कैराना बाबू कौशल प्रसाद एडवोकेट जी ने कैराना में न्यायालयों की स्थापना में पूरे मनोयोग से, पूरे समर्पण से कार्य किया और उससे भी कहीं ज्यादा उनका प्रयास रहा कि न्यायालय में पदाधिकारी की नियुक्ति में कोई देरी न हो, पीड़ितों को न्याय मिले और न्यायालय में भ्रष्टाचार प्रवेश भी न कर सके. बहुत पत्राचार किया बाबू कौशल प्रसाद एडवोकेट जी ने कैराना कचहरी में न्यायालयों की स्थापना और उनके सुचारू रूप से कार्य करने के लिए. उसी कड़ी में एक पत्र माननीय जस्टिस श्री एम. पी. सिंह जी का प्राप्त होता है जो उन्होंने बाबूजी को दिनाँक 23 नवंबर 1992 को लिखा था, जिसमें उन्होंने बाबूजी और बार एसोसिएशन को उनके प्रशासनिक न्यायाधीश नियुक्त किए जाने पर शुभकामनाओं हेतु धन्यवाद प्रेषित किया था, साथ ही लिखा था कि - ( पत्र अंग्रेजी में है, जिसका हिन्दी अनुवाद यहां प्रस्तुत किया जा रहा है)
" कैराना में सिविल जज के नामांकन की आपकी मांग पूरी तरह से जायज है। मैं आपको विश्वास दिलाता हूं कि आगे कोई देरी नहीं होगी। आपकी ओर से मैं माननीय मुख्य न्यायाधीश से तत्काल निर्देश जारी करने का अनुरोध करूंगा।"
President of Bar Association Kairana Babu Kaushal Prasad Advocate ji's dedication to the bar was also appreciated by the High Court Justices . Babu Kaushal Prasad ji was fond of writing letters and on every new year, Babuji used to prepare cards himself or sometimes from us and send them to all his dear ones. Hon'ble Justice High Court of Allahabad Shri M.P.Singh ji wrote to Babuji on 12.01.1993 in reply to such congratulatory message -
Dear Mr Kaushal Prasad,
Thank you very much for your New Year's Greetings. I reciprocate the same and wish you a very Happy New Year.
I am happy to know that a Civil Judge has started functioning at Kairana. This is on account of your sincere efforts to get a Civil Judge at Kairana. The members of the Bar deserve congratulation for the same.

अध्यक्ष बार एसोसिएशन कैराना बाबू कौशल प्रसाद एडवोकेट जी के बार के प्रति समर्पण की सराहना हाई कोर्ट जस्टिस भी करते थे. बाबू कौशल प्रसाद जी को पत्र लेखन का शौक था और हर नये वर्ष पर बाबूजी कभी स्वयं तो कभी हमसे कार्ड तैयार कराते थे और उन्हें अपने सभी प्रिय जनों को प्रेषित करते थे. ऐसे ही शुभकामना संदेश के पत्रोत्तर में माननीय जस्टिस उच्च न्यायालय इलाहाबाद श्री एम. पी. सिंह जी ने बाबूजी को दिनाँक 12.01.1993 को लिखा - ( पत्र अँग्रेजी में था, जिसका हिन्दी अनुवाद यहां प्रस्तुत किया जा रहा है)
" आदरणीय कौशल प्रसाद जी,
नव वर्ष की शुभकामनाओं के लिए आपका बहुत-बहुत धन्यवाद। मैं भी प्रतिउत्तर में आपको नव वर्ष की बहुत-बहुत शुभकामनाएं देता हूं। मुझे यह जानकर खुशी हुई कि कैराना में एक सिविल जज ने काम करना शुरू कर दिया है। यह कैराना में एक सिविल जज प्राप्त करने के आपके ईमानदार प्रयासों के कारण है। इसके लिए बार के सदस्य बधाई के पात्र हैं।

In our memory Honorable Mr R.P.Sharma was appointed as Judicial Officer at Kairana in the year 1987-88 . On 15 January 1996, When R. P. Sharma ji was the Additional Chief Judicial Magistrate (1st) of Bulandshahr, he thanked the President of Bar Association Kairana Babu Kaushal Prasad Advocate ji for new year greetings card and appreciated his selfless efforts . He also send best wishes for further success in these words -
" I received the greeting card sent by you. Happy and prosperous new year to you and your family from me and family. Your name was just read in Amar Ujala that you demand of Additional District and Sessions Court in Kairana. I have full hope that you will definitely get this work done because you have talent and dedication, which you will definitely get and because of you, Civil Judge and Additional Chief Judicial Magistrate Courts have also been established in a very short time. "
हमारी याद में वर्ष 1987-88 में कैराना में नियुक्त रहे माननीय आर. पी. शर्मा जी जब बुलंदशहर के प्रथम अपर मुख्य न्यायिक मजिस्ट्रेट थे, तब अध्यक्ष बार एसोसिएशन कैराना बाबू कौशल प्रसाद एडवोकेट जी को दिनाँक 15 जनवरी 1996 को बाबू कौशल प्रसाद जी के नव वर्ष के बधाई कार्ड का धन्यवाद देते हुए उन्होंने बाबू जी के निस्वार्थ प्रयासों की सराहना की और आगे भी सफ़लता के लिए इन शब्दों में शुभकामनाएं प्रेषित की थी -
" आपके द्वारा भेजा गया नववर्ष का बधाई कार्ड मुझे प्राप्त हुआ. मेरे एवं परिवार की ओर से भी नववर्ष आपको एवं आपके परिवार को शुभ एवं मंगलमय हो. आपका नाम अभी अमर उजाला में पढ़ा था कि अपर जिला एवं सत्र न्यायालय की मांग आप कैराना में कर रहे हैं. मुझे पूर्ण आशा है कि आप इस कार्य को अवश्य करा लेंगे क्योंकि आपमें प्रतिभा एवं लगन है जिसका फल आपको अवश्य ही मिलेगा और आपके ही कारण सिविल जज एवं अपर मुख्य न्यायिक मजिस्ट्रेट न्यायालय भी बहुत ही कम समय में स्थापित हो चुके हैं ।"
On the arrival of every new year, Self Babu Kaushal Prasad Advocate Ji did not forget to send best wishes to his dear loved ones and the vitality of the relationship is visible from here that the beloved of Babu Kaushal Prasad Advocate Ji also used to give him letter's reply with the same zest and zeal. Babuji's beloved and respected senior advocate of Muzaffarnagar, Hon'ble Shri Tejendra Kumar, Advocate ji, even being the President of Bar Council of Uttar Pradesh, sending thank in his own hand writing for new year greetings and used to send best wishes to Babu Ji himself also . President of Bar Association Kairana Babu Kaushal Prasad Advocate ji was not only dear to the advocates but due to his friendly nature he was dear to the residents of his area, the litigants in the court, the clerks-typists, the employees working in the court, almost everyone . It was his honest and simple nature that once someone came close to him, he could not even imagine to be away from him.
Justice Honorable Sardar Ali Sahab was a native of Kandhla and was very close to Babu Kaushal Prasad ji , Justice Sir used to respect Babuji like his elder brother, Happy New Year best wishes sent by Babuji to Justice Honorable Sardar Ali Sahab. On 2nd January , 1998, he sent his massage of thanks to Babuji like this -
अध्यक्ष बार एसोसिएशन कैराना बाबू कौशल प्रसाद एडवोकेट जी न केवल अधिवक्ताओं के प्रिय थे बल्कि अपने सहज मिलनसार व्यक्तित्व के कारण वे अपने क्षेत्र के निवासियों के, कचहरी में वादकारियों के, क्लर्कों - टाइपिस्टों के, कोर्ट में कार्यरत कर्मचारियों के, लगभग सभी के प्रिय थे। ये उनका ईमानदार और सरल स्वभाव ही था कि एक बार जो उनके करीब आ गया वह उनसे दूर होने की कल्पना भी नहीं कर सकता था। जस्टिस माननीय सरदार अली साहब कांधला के ही मूल निवासी थे और बाबू कौशल प्रसाद के बहुत ही करीबी थे, जस्टिस महोदय बाबूजी को अपने बड़े भाई की ही तरह सम्मान देते थे, बाबूजी द्वारा भेजे गए नववर्ष की शुभकामनाओं का जस्टिस माननीय सरदार अली साहब द्वारा 2 जनवरी 1998 को बाबूजी को कुछ इस तरह धन्यवाद प्रेषित किया गया -
Hon'ble Justice of Allahabad High Court Mr A. K. Yog ji was a close friend of President of Bar Association Kairana Babu Kaushal Prasad Advocate ji and this friendship was since when Justice Sir used to practice as an advocate in Allahabad High Court. On Babuji's request, Justice AK Yog ji had given his full cooperation in the establishment of the ADJ Court in Kairana Court and he too had full faith in Babuji's diligence and success in establishing the Court. On 15 August 2001, writing about the letter written by Babuji for court related work, he said that -
इलाहाबाद हाई कोर्ट के माननीय जस्टिस ए के योग जी अध्यक्ष बार एसोसिएशन कैराना बाबू कौशल प्रसाद एडवोकेट जी के अभिन्न मित्र थे और यह मित्रता तबसे थी जब जस्टिस ए के योग इलाहाबाद हाई कोर्ट में एक अधिवक्ता के रूप में प्रेक्टिस किया करते थे. बाबूजी के आग्रह पर जस्टिस ए के योग ने कैराना कचहरी में ए डी जे कोर्ट की स्थापना में अपना पूर्ण सहयोग दिया और बाबूजी की कर्मठता और कोर्ट स्थापना में सफ़लता पर उन्हें भी पूरा यकीन था।15 अगस्त 2001 को वे बाबूजी के कोर्ट सम्बन्धी कार्य के लिए लिखे गए पत्र के बारे में लिखते हुए कहते हैं कि -
" आपका 3 अगस्त 2001 का पत्र मेरे हाथ में है........ ..... मैंने कैराना में अतिरिक्त जिला एवं सत्र न्यायाधीश के न्यायालय के निर्माण से संबंधित फाइल को मंजूरी दे दी है ......... उद्देश्य को प्राप्त करने के लिए, मेरे मन में कोई संदेह नहीं है , बार का सक्रिय और रचनात्मक सहयोग जरूरी है और मुझे बार एसोसिएशन के अध्यक्ष के रूप में आप पर भरोसा है, कि मुझे आपका इसमें प्रचुर सहयोग मिलेगा । मुझसे मिलने के लिए इलाहाबाद में आपका स्वागत है।
