 On 26.05.1988, President Bar Association Kairana Babu Kaushal Prasad Advocate ji wrote a letter to District Judge Muzaffarnagar regarding Lok Adalat to request him to conduct Lok Adalat in Kairana on July 31, 1988, as well as requested That there should be a system for disposal of civil, criminal, revenue and consolidation cases in the said proposed Lok Adalat.  दिनाँक 26.05.1988 को अध्यक्ष बार एसोसिएशन कैराना बाबू कौशल प्रसाद एडवोकेट जी ने जनपद न्यायाधीश मुजफ्फरनगर को लोक अदालत के सम्बन्ध में पत्र लिखा जिसमें उनसे अनुरोध किया कि 31 जुलाई 1988 को लोक अदालत कैराना में करना उचित समझा जाए, साथ ही यह निवेदन भी किया कि उक्त प्रस्तावित लोक अदालत में दीवानी, फौजदारी, राजस्व व चकबंदी के मुकदमों के निस्तारण की व्यवस्था हो.     And then on 04 January 1993, with the continuous efforts of Bar Association Kairana through its President Babu Kaushal Prasad Advocate ji, the inauguration of the Court of Civil Judge in Kairana was completed by the blessed hands of the Honorable District Judge Mr Dinesh Chandra Srivastava Muzaffarnagar in the presence of high judicial officers of the district  and the work of Civil Judge started in Kairana. और फिर 04 जनवरी 1993 को अध्यक्ष बार एसोसिएशन कैराना बाबू कौशल प्रसाद एडवोकेट जी के प्रयासों से कैराना में सिविल जज के न्यायालय का माननीय श्री दिनेश चंद्र श्रीवास्तव जनपद न्यायाधीश मुजफ्फरनगर के कर कमलों से जनपद के उच्च न्यायिक अधिकारियों की मौजूदगी में उद्घाटन सम्पन्न हुआ और कैराना में सिविल जजी का कार्य आरंभ हो गया.

   A memorandum written on 01.02.1994 has been received from the collection of President of Bar Association Kairana Babu Kaushal Prasad Advocate ji which has been written to Hon'ble Chief Justice of High Court Allahabad.     Establishment of Civil Judge in Kairana was not a one day task, a long struggle was fought under the leadership of Babu Kaushal Prasad Advocate ji (President) Bar Association Kairana . The information we have received from Babuji's collection is this -  On 7th November 1986, Hon'ble Shri Gyan Chand Dwivedi ji (Senior Advocate and Member of Legislative Council) wrote a letter to the then Chief Justice (High Court, Allahabad) Shri KJ Shetty ji.
