Work for kandhla - gas - 2.4.88

Babu Kaushal Prasad Advocate ji was not only a great advocate but also a conscious consumer. The work of supplying gas in Kandhla started in the year 1988, before that Mrs. Bina Kaushik, the wife of Babu Kaushal Prasad Advocate, had brought ISI mark stove from her maternal home in Bareilly and the gas cylinder used to come from Meerut.

When Super Gas Service started working in Kandhla, he made it a rule that the stove should also be taken from Super Gas Service, then Babuji as

Wrote a letter to Mr. Ashok Suri, Deputy Manager, LPG Sales, Hindustan Petroleum Corporation Limited, New Delhi dated 02 April 1988  "Regarding the release of LPG connection by Super Gas Service Kandhala (Muzaffarnagar), in which he said -

" *- That the following signatory contacted your agent Ratan Singh Nirwal on 25.03.88, then he said that if you have a stove, it will be inspected.

*- This is to draw your attention to your letter dated 07.07.1987, through which you have informed Mr. Niranjan Swaroop Agrawal, Citizen of Kandhla that as per the policy of the Corporation, LPG consumers are free to buy stove from anywhere. The stove of the applicant is of ISI mark. ,

After this letter of Babu Kaushal Prasad Advocate Ji, the investigation of the stove of Babu Ji was made by Deputy Manager Ashok Suri and then this compulsion being imposed by Super Gas Service Kandhla was also stopped.

 Babuji, who was the co-editor of Kandhla Gazette at that time and Mr Arun Kumar Garg, son of Mr Dharam Prakash ji (the editor of Kandhla Gazette) consulted each other and By publishing in Kandhla Gazette the letter coming from Hindustan Petroleum Corporation Limited as it was,  through this gave detailed information to the people of Kandhla about buying the stove from anywhere.


 बाबू कौशल प्रसाद एडवोकेट जी न केवल एक श्रेष्ठ अधिवक्ता थे बल्कि एक जागरूक उपभोक्ता भी थे। कांधला में गैस की आपूर्ति का कार्य वर्ष 1988 में आरंभ हुआ, उससे पूर्व बाबू कौशल प्रसाद एडवोकेट जी की धर्मपत्नी श्रीमती बीना कौशिक एडवोकेट जी अपने मायके बरेली से आईएसआई मार्क का चूल्हा ले आई थी और गैस सिलेंडर मेरठ से आया करता था। कांधला में जब सुपर गैस सर्विस ने कार्य करना आरंभ किया, तो उसने यह नियम बना दिया कि चूल्हा भी सुपर गैस सर्विस से ही लेना होगा, तब बाबूजी ने श्री अशोक सूरी, उप प्रबन्धक, एल पी जी बिक्री, हिंदुस्तान पेट्रोलियम कार्पोरेशन लिमिटेड, नई दिल्ली के नाम " सुपर गैस सर्विस कांधला (मुजफ्फरनगर) द्वारा एल पी जी कनेक्शन रिलीज करने के सम्बन्ध में" दिनाँक 02 अप्रैल 1988 को एक पत्र लिखा, जिसमें कहा -

" *- यह कि निम्न हस्ताक्षर कर्ता ने आपके एजेंट रत्न सिंह निर्वाल से दिनाँक 25.03.88 को सम्पर्क किया तो उसने कहा कि यदि आपके पास चूल्हा है तो उसका निरीक्षण कराया जाएगा। 

*- यह कि आपका ध्यान आपके पत्र दिनाँक 07.07.1987 की ओर आकर्षित किया जाता है जिसके द्वारा आपने कांधला के एक नागरिक श्री निरंजन स्वरुप अग्रवाल को सूचित किया था कि कार्पोरेशन की नीति के अनुसार एल पी जी उपभोक्ता कहीं से भी चूल्हा खरीदने के लिए स्वतंत्र है । प्रार्थी के पास चूल्हा आईएसआई मार्क का है। "

        बाबू कौशल प्रसाद एडवोकेट जी के इस पत्र के बाद बाबूजी के चूल्हे की उप प्रबन्धक अशोक सूरी द्वारा जांच करायी गयी और फिर सुपर गैस सर्विस कांधला द्वारा लगाई जा रही इस बाध्यता पर भी रोक लगी. इस धांधली और धक्केशाही का शिकार कांधला के अन्य नागरिक न हों, इसके लिए बाबूजी, जो कि उस समय कांधला गजट के सह सम्पादक हुआ करते थे और कांधला गजट के सम्पादक श्री धर्म प्रकाश जी के पुत्र अरुण कुमार गर्ग जी ने विचार विमर्श कर हिन्दुस्तान पेट्रोलियम कार्पोरेशन लिमिटेड से आए हुए पत्र को ज्यों का त्यों प्रकाशित कर कांधला की जनता को भी चूल्हा कहीं से भी खरीदने के बारे में विस्तार से जानकारी दी।

ऐसी पढ़ी लिखी से तो अनपढ़ ही अच्छी लड़कियां  दैनिक जागरण के 13 जनवरी 2013 के''झंकार ''में दुर्गेश सिंह के साथ चित्रांगदा सिंह की बातचीत के अंश पढ़े , तरस आ गया चित्रांगदा की सोच पर ,जो कहती हैं -      ''  मुझे कुछ दिनों पहले ही एक प्रैस कांफ्रेंस में एक वरिष्ठ महिला पत्रकार मिली ,उन्होंने मुझसे कहा कि अपनी इस हालत के लिए महिलाएं ही जिम्मेदार हैं ,कौन कहता है उनसे छोटे कपडे पहनने के लिए ?मैं दंग रह गयी इतनी पढ़ी लिखी महिला की यह दलील सुनकर ...........''     दंग तो चित्रांगदा आपको ही नहीं सभी को होना होगा ये सोचकर कि क्या पढ़े लिखे होने का मतलब ये है कि शरीर को वस्त्र विहीन कर लिया जाये ?सदियों पहले मानव सभ्यता की शुरुआत में जैसे जैसे खोजकर कपड़ों  का निर्माण आरम्भ हुआ और मानव ने अपने तन को वस्त्र से ढंकना आरम्भ किया नहीं तो उससे पहले तो मनुष्य नंगा ही घूमता था देखिये ऐसे -   और आज की लड़कियां अपने तन की नुमाइश कर आदि काल की  ओर खिसकती जा रही हैं और समझ रही हैं खुद की अक्ल से खुद को आधुनिक .सही कपडे पहनकर कॉलिज आने...

पत्र और पत्रोत्तर  1-09.06.1990 बाबूजी का पत्र   Late Babu Kaushal Prasad Advocate ji had very close relations with the influential officials and politicians of his time and he knew how to keep those relations alive, but till date the record is that he never took any personal advantage of any relationship, even That in their papers, we found filled forms for notary advocate, both of his own and his wife Mrs. Bina Kaushik Advocate ji, but neither he could get himself appointed notary nor his wife.  On the appointment of Hon'ble Shri Virendra Verma ji as the Governor of Punjab, he sent warm wishes to him on behalf of the Bar Association as President Bar Association Kairana, as well as on the receipt of the letter sent by Virendra Verma ji in support of the High Court Bench , Babu ji also praised his speech given at Talkatora Stadium, New Delhi on 28 May 1990, but along with all this did not forget to keep in mind the interest of his Bar Association and wrote at the end...
